Changing In-Game Interface

Okay, if some of you noticed, rarely some people change the user interface in their maps. If you don't know what I'm talking about, then it's this:

I was wondering, does anybody know how to make a custom one/change it?

There are no actual tutorials on this, this is the part where 2d art's tutorial treasure box lacks actually (2d art is anything that involves art on a piece of sheet (digital or not)).
