Yes you raise the supply limit and current supply for that player or lower the supply used. This lets him build more units than normally possible in the standard 200 supply limit.
Of course the AI will not actually build anything to fill past that limit as it's pre-programed army combinations do not scale with maximum supply limit. To fix this you have to use your own triggers to instruct the AI to build additional units every wave. This will likely require a custom AI.
