Pretty simple, but overall it seems useful at best. Some things i would change is the glow around the rain droplets because it doesn't look right while the cloud is glowing. One more thing i would change is how the background doesnt fit the overall theme of the icon, i would make win flowing in front of the cloud or have a sky-ish background. Just some ideas.

This isn't as good as what I usually expect from you, but at the same time it's fitting as a sort of "UI" icon for creating rain in an environment. But for spells and such, it'd need more detail.
