yeah, its quite similar to an already existing Warcraft 3 Spell..... could it be Transmute?

Yes, this icon is very similiar to Transmute and the same icon is used by a famous item in Dota.

And why it reads by Kssael, whoever this guy is, unless you are him (which I think you aren't).
