enjoy: he looks kinda like plastic, and too cartoonish. Also, his face expression scares me just a bit.
I would change his expression, and maybe change the colors on him, since maybe the bright colors are the reason he looks kinda like plastic.

The icon need a lot of emprovments, for example cheeks and lips need to be more manly like, currently they're looks to femine and young, for example that he is around 13 years old kid.

The second thing that u need emprove its a background. Its looks... mmm.. like some random color blots after blur. And as i can advise u - make icon more concentrated on the face, put the face on the middle of ur icon and remove BG at all; Black BG in such (non-spell) icons look better than some random, and mostly than your one.

As others have said, it does have a definite anime feel to it, and it doesn't look like "classic" WC3 icons. I like it, though. My first reaction on seeing it was, "oh, that's cool I wonder if there's a model to go with it". Definitely doesn't look like Arthas.

The facial structure does look a little... odd, though. Maybe his left cheekbone is high.

It looks like a good Icon, but i don't think it fits with the name, it looks different to warcraft 3, not the same type of style... but i'll give it 4/5 because it is a good Icon.
