This is a holy/light/heal/whatever rune.
not sure about the stone... maybe I'll change it.

Here's how I did it:

Take size 100 hardness 0 brush at 25% opacity, and start painting orange in the very top-right corner. Then use the same brush to paint a bit of yellow over the orange, and finally some white over that.
Use the smudge tool to make lines in the glow. Then use the noise filter at 25% and monochromatic, and then the crystallize filter, and then smudge a bit more.

Then up the contrast and saturation.
