Did you create the image yourself in an image editing program? If so, do you have a larger version of it you worked in before shrinking it down into the icon format?

Dude, you didn't create the background. You need to have at least 50% freehand content.

I like the icon and find it useful, but.. its just not enough work done by you :/, you need to create the background yourself for this to be approved. Sorry =/
