The purple outline makes the whole thing blend a bit together, so you should instead use highlights and shading to define your drawing.
Instead of the purple outline, use a purple shading. You can find lots of tutorials on deviant art. Here is an example.
I don't see 'frost' when I look at it, more like water. You should use a much ligther, since ice is mostly white with a tint of blue. The blue outline color also takes too much focus. I don't like the background. Maybe a white-ish aura with snow flakes?
