That's an airbrush.. Smudge is the one with the finger pointing downwards.

I used it a little, the flammes are mostly made with the simple brush because the finger thing just destroy the picture

Overall, it doesn't really look like a whirlwind of any kind, fix the shape so it looks like its spinning like a tornado would. Also, add more reds and oranges instead of awesome amounts of yellow. Lastly, just an idea.. usually tornados are big on the top end, but get skinny traveling too the bottom end of there shape.

Atm it looks like a smudge fest.
It needs some definition.
You can continue adding some shapes/details, more color variation, making the composition more interesting.
Try to be a bit more creative.
Also, a more accurate work will be much appreciated.
