Hive rules. It has to be 80% free hand at least. It is to ensure quality, and in some cases prevent copyright issues. If you uses other peoples textures/pictures in your art, you have to make sure it is under a license that allows you to use it and provide a link to the source. Ect. Ect.

You have a thing or two to learn about copyright. Unless released under public domain (or similar license), or allowed under fair use: Every work is copyrighted. Even a picture of a brick wall, unless otherwise stated. Google it.
