67chrome: Skins need to have 75% freehand content to be approved, seeing as you primarily colored over the armor this falls short of that requirement. You're freehand work could use a lot more work as well, the eyebrows are pretty bad.
Through the stains on the armor and the general lack of detail, I'd highly recommend you check out the 2D art tutorials on this site. They can at least help you with tools that allow better screenshots, WC3 viewer will allow you to easily check skin updates without using the world editor as well.
