It's only okay in my mind. Certainly acceptable for an approval, but I feel as though you threw the colour scheme all over the place. So much so that is feels "unbalanced". And although it is nice, the black outlines make it feel flat and so undynamic. Otherwise, good work. Good luck in the contest.

it looks nice, and pretty darn' awsome
but i dislike it being so big,
so 4/5 i gues
well i gues all custom cursors are kinda big,
just don't like it when your cursor limits your view a little

Is there a way to use this cursor as a fifth race on a map rather than replacing the cursor for another team? (I still want people to be able to play as humans and have the correct cursor)
