Is there a problem I don't see here? Can't you read? This map has been rejected twice, due to low quality. You can see that it's status is set to Rejected until Updated, this you can update it when you feel you have done enough to improve. However you didn't, thus this map is still low quality and deserves to be Rejected.

This map has been Rejected by bounty_hunter2 twice.

Map contains with the same problems that had the old versions. In other words - extreamly bad quality.

In my opinion, this resource should be not only rejected, but author should be punished too, for multi-upload and not improving his resource when the points thats needs to be improved are clear in the old threads with the same resources that were rejected.

Multiple upload and rejected twice. This map was rejected at least 4 times, I do believe infraction should be given.
