Does a Validator to compare attack speed/rate exist? Or am I not looking in the right places?

If it doesn't, I'll need to rethink an ability I'm making...
(Anyone here play(ed) the flash game Monsters' Den? Know the "Overwhelm" attack? Works like that, kind of.)
