call SetPlayerState(yourplayer, PLAYER_STATE_GIVES_BOUNTY, 1)

Well, I don't know JASS but to set this up, replace yourplayer with "player 1" "player 2" etc. now PLAYER_STATE_GIVES_BOUNTY describes a state of the player, in this case the bounty. The 1 part is binary code for true! therefor setting that players give bounty state to true!
 
Theres a turn player bounty on Action in the world editor, you can simply pop that into a for loop.
