There is a way in GUI to do that. can't help you now. i'm at office... try to find it... if not i'll give you triger tomorow on this thread...

You can disable them for a player

Ive searched for that, u can only disable abilities

You can make them require a dummy unit or building
and add-remove that unit
or try settting max research level to 0 I think that would help
