Use switch, its an awesome sound file converter program
http://www.nch.com.au/switch/
If you want to shrink the mp3 after converting it, then do this...
(the sound will loose some of its quality though)
btw, this is for windows, so if you have a mac, it wont work : (
1) Convert the sound to a .wav sound (in switch)
2) Open the sound in windows sound recorder (right click the .wav file and click "record"
3) go to the effects menu, and click "Increase speed by 100%". Save the sound as a new .wav file (if you play it back it will sound like crap, but that's ok ^_^)
4) convert the file to an mp3 with switch
5) in WE, in the sound window, click the "import sound" button and pick that lovely mp3 you made
6) Right click the sound, and select "Use as sound" (not music) (the file should be at the very bottom of the file tree)
7) double click the newly made sound variable (on the right) and set the pitch to 0.5, and set the channel to Music.
8) now add the trigger to play the sound...

Replace the *** with the number under "length" in the sound editor (treat the : as the decimal)
Doing the funky thing in the sound recorder cuts the file size down by about 29%, and doesn't kill the quality too much.
My 6.54mb song gets shrunk to 1.93mb
But remember, its usually best not to try and use sounds (unless its never going to be played over BNet), since they bog down the dl time for games.
