My guess is that its edited with the Negative tool. And it doesnt make it look good at all. Its just, really, irritating. The terrain itself isnt all that good either. Unless its meant to be a playable terrain, then it might be decent. But for Art, you should lift the camera, so that the horizon comes to view, and use more imported models, and less blizz models :P
 
I'm talking about HDR-like lightning which is quite hard to make. Of course it's possible to place lightning doodads in a map, but having them look as smooth and sexy as the light in a terrain screenshot from every angle should be very hard. : O
