I've had ideas of something like that, but I've never heard of anything that does that. Especially something free. Also, if your texture is anything like the average texture, it wouldn't work.

What i mean is...
Ex.You change the texture of Demon Hunter u turn his pants into red
then the model of demon hunter's pants will turn into red

OOOH!
you dont want to turn a texture into a model, you want to Re-Skin a model.
You can do that with some sort of photoshop program. GIMP is free, just not as good.
You will also need the Warcraft 3 Viewer. (on this site) to change the textures to the appropriate type.
.tga (or any picture suffix) for editing
.Blp (for use with a model)
 
GIMP. I hear that Paint.net is also quite a good program. Um. Magos and Warcraft 3 viewer for converting and model viewing.

EDIT: O_O, great timing. GIMP is actually failry FAIRLY similar to photoshop and other programs, only all the components are in separate windows.
