Yes it is possible. You will need to manually modify the terrain mesh (w3e) file though. Cliff types 3-15 seem to cause it, as well as some invalid cliff variations bits.
You will need some sort of programmatical interface. You can either make on from specifications available online or use one of the many people have already made and open sourced on places like GitHub. Both will need a fair bit of programming knowledge, especially if you want to make something from manipulating the file.
