Burter from Draogonball Z. The fastest man in the universe...Except Frieza, and Ginyu, and even Guldo can stop time so he's technically faster too. And basically everybody after the Namek saga.
Animations seem to be based on Ryu with a Shoryuken and Hadouken animation, but fits pretty well for Burter.
