You can use Wurst without World Editor. Run tests and compiletime code and such. No idea if you can get WE/WC3 running now that it uses DX11.

Ah... Wurst... Back in the days it really was not my stuff. Right now I'm currently hacking my way to make War3 working and my story is there: https://www.hiveworkshop.com/threads/linux-setup.317365/#post-3362856

I wish I could help but Linux is out of my ken. I'd probably resort to dual boot or virtual machine.
