Mhh.. only way I can think of is:
Advanced > unitck "enforce water height limit"
then go to
Advanced > adjust cliff levels > add a couple levels or how many you need

Then you can play around with the enforce water height limit, enabling and disabling it when making cliffs/water/raise-lower tool to get the effect you need
