Something I tried on one of my maps is to use the black abyss under the water, then you can raise the surface under the water to add darker patches to the ocean - counter intuitively it'd mean that shallower water would look deeper.

You might also add some rocks (either with no collision or using numpad to move the prop into position) around the base of the buildings, as if the building is set upon some rocks.
