Aren't outpost bigger and more fortified then camps? So I still think this is an outpost unless I am using that word wrongly.

Actually thinking about it you are right. But this is sort of like a Boot Camp. For training. I mean who goes to an outpost for training?

Live combat training? Though I am not sure but I believe they didn't have boot camps at all.
