I guess they were just passing next to one of the entrances to the Technocracy - a southern Perimeter gate, for example. So that's not Technopolis, just... dunno, I guess that's Peripheria there, it's the city closest to Perimeter wall, and it's more commercial and less tech advanced...

Yea, it looks like Peripheria to me. They would be the only ones who could have footmen really.
