Is it okay to edit models of other creators? or should I ask them first for their permission?

If the said that it is okay on the thread then feel free to do so. If they did not then go ahead and ask them but if they're not active for more than a few months then you can go ahead and do it but don't upload without permission.

The birth animation is a separate model how do I implement it in the model I want to change?

Welp, that I don't know but I think there is a tool that enables you to transfer animations.
