Given that World Editor was developed around 2003 odd. "Dark Mode" was not really a thing in UI design as CRTs and LCDs of the time were already dim enough. Warcraft III Classic in game UI compared with StarCraft II highlights how bad some of the UI practices of the time were as well.
It may be possible to implement a dark mode in older builds of Warcraft III (not Reforged as that has DRM) by a DLL proxy of the appropriate GDI API functions that handle the UI for World Editor. You could then instruct them to use different colours. It is my understanding that there was no concept of "theme" back then with instead all buttons following a Windows 98/ME like style using default values.
