Wining conditions for multiple changing teams

I am currently making a Village builder style map that you can change your allies at any time by typing -ally red and -war red ect. there are also territory that you can capture that gives bonuses. each player has a hero called the leader. if the leader dies you lose control of your units for the rest of the game. my question is how do i make a trigger that will detect when there are no more opposing Leaders left while also having you and your allies control all the territory's. keep in mind at any time you can change your allies and enemies. if not possible with both leaders and territory's can it be done with just leaders?
