Waterworks !?!?!

So im playing with a friend.
and we have tried to solve the puzzle in the waterwork for some time now
and stille cant get it right

It's the part with the waterflow

and i know it says from the southeren (off. on. on) but tried everything

Within the Waterworks there are 2 Bookshelves. One at the entrance and one near the Switches. You need to read the other one too.
