Wario from Mario Party Superstars. Be sure to use the greed is good cheat when playing as him.

The eyes are obnoxious and intended to use a more complicated system that doesn't translate to WC3 - I just pasted his pupils onto the primary model texture instead.

Original model taken from Mario Party Superstars by Nintendo.
Model ripped from source by MisterPrawn and Crispy Toast.
Conversion to Warcraft 3 and animation tweaks/transfer by Warlord.
