Upgrades applied on other players >.>

Hello ,
I am wondering about how an upgrade is applied on a player's units when other player finishes this upgrade .
For example:
-Player 1 upgrades Improved masonry , This upgrade is applied on Player 2's Units only . Well How?!

Trigger it. I've to ask if Player 1 and player 2 is controled by a player or a computer?
