Tools for making a mod HELP PLS!!!!

Hi, I'm StyxaneZ, I wish to make a mod for Warcraft 3 The Frozen Throne. But I don't know what tools I need to have. Can anyone please let me know?

I've learned Visual Basic and C Language. So anyone please help. Help greatly appreciates.
