Use trigge code. Just like that in WC3.
Move unit to center of region for teleport movememnt.
Order unit to move to center of region for walk movement.
Use the same event of a unit enters the region. You may wish to apply some condition so not just any unit can be teleported (eg if you making a building on the pad).
