To convert textures to .blp use blp laboratory.

Assuming that this is still relevant...
Yes, you can convert a Minecraft texture for use in Warcraft, via variety of tools.
Notice, however, that texture interpolation is on by default, meaning that you'll have to "upscale" texture to something like 256x128 to avoid blurry looks.
