to me this looks like some default reforged building (i don't have reforged so i'm probably wrong) with a few regular wc3 CityBush.mdx placed around it

also, is this whole "huge lore description" thing just a crutch to give this shitty hack job more meaning

The model's death animation shows the entire arcane observatory in a moment. Besides, the model itself is kinda elevated and its basement is over the ground line - that's why the model will levitate if you'll place it on non-flat area. Otherwise it's useful model for Kirin'tor or similar factions.
