There is create unit which is what you would need.
Assuming you have two regions B 01 and B 02 where a unit enters B 01 and a footman is created in B02:

Unit - A unit enters B 01 <gen>

Unit - Create 1 Footman for Player 1 (Red) at (Center of B 02 <gen>) facing Default building facing degrees
Mind this leaks - it has set a point which will remain there unless we tag the point with a variable then remove the point later on. At the top of the Trigger GUI forum there is a sticky on leaks, one is advised to learn those few basic leak controls for things like creating units and unitgroups. It will save a lot of headaches later down the road.
Instead of telling them or giving it to them, instead I direct the OP to the stickies where (hopefully) they will learn far much more from reading those than I could possibly cover in one post.
