A loop seems unnecessary and inefficient.

Simply trigger to any method for creating UnitB to add 1 to # of UnitB's count. Now whenever UnitA is attempted to be created, if the amount of UnitB is insufficient, block the production of UnitA.

Common usage of the term loop when in reference to computation suggests usage of a timed event or conventional loop with a counted number of executions. I doubt the OP would have understood what you just explained from your original post.
