1:Is it possible to change an items text in game if so how?
2:If the above is not possible can an items text be related to the current level of a spell.
3:Can you add abilities to items in game.( not as important)

No.

You can only have one ability on an item anyways. What you could do is trigger that ability to do different things depending on the circumstances. But things such as cooldown, mana cost cannot be modified. So in short, probably no.

i suggest you make an item just the same with different tooltip then if you wanted to change the text replace items
