Yep, and a pretty simple, too.
Please take a look on the skin submission rules. Recolors are only allowed/ approved if they prove incredible usefulness and perfect execution ( which, in fact, hardly ever happens).

Erm, the only thing this skin and the skin you linked have in common is that they're both based on the Jaina skin.
