I'm guessing you are planning to edit that map in order to "improve" it. Thats fine, but if you plan to publish an editted version of that map, you should have the original author's permission and give him credit.
As for actually editting it. All warcraft 3 maps are made in the "world editor". If you have warcraft 3, you have the world editor. Look into your Warcraft III folder, then double click the "World Editor" appilication. Open the map you want and edit it.
Editting takes some patience to do and to learn everything about it. Spend some time to get use to it first before attempting to make serious maps.
