While I can't confirm it's true, when I saw the dragon head, I remembered the Dragon on the Day of the Dragon book cover and to me, they look identical (aside from the added crests on top of the head). Some WoW icons are taken from somewhere else rather than made from scratch. A lot of them are ripped from Wc3, some are recolors and there's also this one: spell_fire_elementaldevastation, that's literally a screenshot of Grom Hellscream's death from the Mannoroth Cinematic.
