Camera Following and Changing

I am currently making an RPG and would like something like the following.

- The view follows the character around from a 20 - 30 degree angle to the characters head.
- If the left arrow on the keyboard is hit, the view rotates clockwise.
- If the right arrow on the keyboard is hit, the view rotates anti-clockwise.

* The camera view does not rotate automatically to follow from behind. It remains in the same position no matter what direction the character is facing.

Further on: (if it is possbile)
- Up arrow increases angle to player. (max. 90 degrees)
- Down arrow decreases angle to player. (min. 5 degrees)

What do I want this for? I want it so a character can be viewed from every angle.
