Pretty simple icon I made in less than 30 minutes.
It can be a spell or ability called Surge of Pain, which constantly damages and silences a single enemy until it is out of range, when the spell is deactivated or when the caster runs out of mana.
You don't have to give credit, but I guess it would be nice if you did.
