So, ya, its supposed to be a transformation thingy. A werewolf transformation would be a good use for it

You're right, this could be used a transformation ability icon; but as for a werewolf, I would think some minor editting would be necessary first. The actual head-shape of the Tauren, from this angle is fine, but the horn would need to be shortened to seem more like an ear, and perhaps the colouring should be changed to a brown, possibly grey/blue (lunar) or another earth-based colour.
As for use in another role, it could be another races 'Reincarnation' ability icon, possibly Undead (although technically you could not reincarnate a dead creature which is already dead :? )
