I add this border
onto another layer of the icon, then adjust the color a bit and touch up the edges (delete some areas with eraser tool where the border might be interacting with the image too much, usually using less then 100% opacity on eraser), I also reduce opacity of the layer with the border a bit before merging the layers for final version.
