Ever frost is a huge gust of frozen ice sweeping at an enemy unit or hero, Each time the gust of ice hits an enemy there movement speed is decreased. Can be used for other purposes and reasons.

It's a solid icon, however, like a fellow user pointed out, feels more like a wave. Doesn't stop it from looking like a great icon!
