I don't exactly have good enough control of this to invest time into trying to fix it, it just seems some icons turn out more messy when they're made into .blp

Yes, .blp format has some issues. What program do you use to make your work .blp? If Button Manager, try out Warcraft Image Lab. Hope the latter don't make it worse as ButtomManager sometimes
