[AI] Ability AI - Any way to change?

2. Hard-coded ability use. Computer players and neutral players (e.g. Neutral Hostile) will use abilities of their units automatically, when certain conditions are met. These conditions are hard-coded into every ability. For example, Storm bolt is cast only against level 5 or greater opponents and Carrion Swarm is used only when it can hit 3 or more opponents. This behavior cannot be changed through map scripts.

That's from the sticky link. Is this truely hard-coded in the game, or is there a file I could extract, hack, and import into my map do change the AI for an ability? I realize there's nothing I can do in the plain ole world editor. I'm looking for any solution whatsoever.

I want to change an ability so the Computer's AI will completely ignore it as if it were channel. But I can't just change what the ability's based on because it provides an effect that can't otherwise be scripted.
