Could you explain what you mean by time and resources? If by time you mean when it was uploaded well that is irrelevant the only thing that matters is the end result of the texture, the final artistic result. I don't know what you mean by resources, do you mean what they choose to use in order to make their textures? Again, it doesn't matter whether someone uses GIMP, photoshop, paint or hand draws and then scans it into the computer. The only thing that is important is the final result. What the final texture looks like. I hope that clarifies things
